A prevailing view that private property is more important than community property


Our legal system seems to place more importance on private property protection than community property protection.  As a result, fines and penalties for private property damage or theft are much greater than fines or penalties for community property damage or theft.  In many cases, the potential fines for diminishing community capital, particularly natural capital, are so low that it is cheaper to cause the damage and pay the fine or penalty rather than avoiding the damage in the first place.  If a higher value was placed on community capital, our society would make a stronger effort through the legal system to protect it.
