Community gardens in the parks near higher density developments would be good to permit residents to garden. Having a Co-op manage the gardens in the parks would free up town staff from having to manage the parks. However, a co-op cannot exist without a space to manage, even on a trial basis, and a space cannot be available unless the town permits a space in a park to be set aside for that purpose.
