Have a look at the zoning code. The code prohibits overhangs of the front setback. Therefore, any awnings or roofs that do extend over the sidewalk are done as a courtesy, ie- charity and marketing. So, the question becomes; Who will pay for these to be installed and who will pay the long term costs of maintaining them. Change the zoning code to make any overhangs generate income and now you are talking.
