Looking at the ESA’s geographic extent and policies in more detail is definitely part of the OCP review process. Eric has a great point below that some other bylaws may need amending, but the first step is definitely revisions to the pertinent parts of the OCP. Delving into this a bit further, what are some specific changes we could make to the development guidelines in the ESAs that would help us protect the natural environment? How can we strike the right balance between private property rights and environmental protection?

This is a great idea, but may need some legislative teeth behind it, like some reformation of development bylaws.
